આવક બમણી કરવાના લક્ષ્યાંકની વર્તમાન સ્થિતિ

ખેડૂતોની આવક બમણી કરવાના લક્ષ્યાંકને હાંસલ કરવા માટે સરકારે પ્રધાનમંત્રી કિસાન સન્માન નિધિ (PM-KISAN), કૃષિ માળખાગત ભંડોળ (AIF), પાક વીમા યોજના અને MSPમાં વધારો જેવા અનેક પગલાં લીધા છે. સરકારી ડેટા અનુસાર, કૃષિ ક્ષેત્ર માટેનું બજેટ 2007-14ની સરખામણીમાં 2014-25 દરમિયાન અનેક ગણું વધારવામાં આવ્યું છે.

ગુજરાત પર કુદરતનો કહેર: રવિ પાકને વ્યાપક નુકસાન

તાજેતરમાં, ગુજરાતના સૌરાષ્ટ્ર અને અન્ય વિસ્તારોમાં થયેલા અણધાર્યા કમોસમી વરસાદ (માવઠા)ને કારણે ખેડૂતોને મોટું નુકસાન થયું છે. લણણી માટે તૈયાર રવિ પાકો, જેમાં મુખ્યત્વે મગફળી, કપાસ અને ડુંગળીનો સમાવેશ થાય છે, તે સંપૂર્ણપણે નિષ્ફળ ગયા છે. અહેવાલો મુજબ, 10 લાખથી વધુ હેક્ટર વિસ્તારમાં ખેતીને નુકસાન થયું છે. ખેડૂતોએ કરેલો વાવેતર ખર્ચ અને મહેનત પાણીમાં ગઈ છે, જેના કારણે દેવાનો બોજ અસહ્ય બની ગયો છે.

આવો જ અન્ય કિસ્સો પણ સામે આવ્યો છે, આર્થિક તંગી અને પાક નિષ્ફળતાના કારણે ખેડૂતોની વધતી હતાશાનો એક જીવંત અને દુઃખદ ઉદાહરણ દ્વારકા જિલ્લાના ભાણવડ તાલુકામાંથી સામે આવ્યો છે. 37 વર્ષીય ખેડૂત કરસનભાઈ વાવણોટિયાએ કમોસમી વરસાદથી પાક બરબાદ થતા આત્મહત્યા કરી લીધી હોવાના અહેવાલ છે. પ્રાથમિક માહિતી મુજબ, કરસનભાઈએ ખેતી કરવા માટે ગોલ્ડ લોન લીધી હતી અને મોંઘા બિયારણનું વાવેતર કર્યું હતું, પરંતુ પાક તૈયાર થવાના સમયે જ વરસાદથી સંપૂર્ણ નાશ થતાં તેઓ દેવાના ડુંગર નીચે દબાઈ ગયા હતા. આ એકલદોકલ ઘટના હોવા છતાં, તે સમગ્ર ગુજરાતના હજારો ખેડૂતોની વેદના અને આર્થિક દુર્દશાનું પ્રતિબિંબ છે.

વડાપ્રધાનનો ખેડૂતોની આવક બમણી કરવાનો સંકલ્પ એક પ્રશંસનીય અને જરૂરી લક્ષ્યાંક હતો. પરંતુ ગુજરાતમાં સર્જાયેલી વર્તમાન પરિસ્થિતિ ભારતના કૃષિ ક્ષેત્રના મૂળભૂત વિરોધાભાસને ઉજાગર કરે છે. દેશની મેક્રો-એગ્રીકલ્ચર પોલિસી (ખેત માળખાગત સુધારા) ખેડૂતોના માઇક્રો-લેવલના જોખમો (હવામાનની અનિશ્ચિતતા અને દેવાનો બોજ) સામે નિષ્ફળ સાબિત થઈ રહી છે.

ખેડૂતોને આત્મહત્યા માટે મજબૂર કરતી સ્થિતિ માત્ર પાક નિષ્ફળ જવાથી નહીં, પણ સમયસર વળતર, પોષણક્ષમ ભાવ અને મજબૂત ગ્રામીણ ક્રેડિટ સિસ્ટમનો અભાવ દર્શાવે છે. જ્યાં સુધી ખેડૂતોને કમોસમી વરસાદ જેવી કુદરતી આફતોમાં તાત્કાલિક અને પૂરતો આર્થિક ટેકો નહીં મળે, ત્યાં સુધી આવક બમણી કરવાનો લક્ષ્યાંક માત્ર સરકારી દસ્તાવેજોમાં જ સિમિત રહેશે અને જમીની સ્તરે ખેડૂતોની વેદના યથાવત્ રહેશે. સરકારે લાંબા ગાળાના સુધારાની સાથે, ટૂંકા ગાળાના સંકટ વ્યવસ્થાપન પર તાત્કાલિક ધ્યાન કેન્દ્રિત કરવું પડશે.

ગુજરાતમાં કમોસમી વરસાદ અને તેના કારણે ખેતરોમાં તૈયાર પાકને થઈ રહેલું મોટું નુકસાન અને તેના કારણે ખેડૂતોની આત્મહત્યાનો મામલો માત્ર આર્થિક નહીં, પણ રાજકીય અને સંવેદનાનો મુદ્દો બની ગયો છે. એક તરફ સરકાર ઝડપી સર્વે અને સહાયની ખાતરી આપી રહી છે, તો બીજી તરફ વિપક્ષ અને ખેડૂત સંગઠનો રાહત પેકેજને ઊંટના મોઢામાં જીરા સમાન ગણાવી પૂરતા વળતર અને વિલંબ વગર ચૂકવણીની માગ કરી રહ્યા છે. ખેડૂતોને પૂરું વળતર ક્યારે અને કેટલું મળશે, તે સવાલ હજુ પણ ચિંતાનો વિષય છે.
